When you apply for a famous University, as far as I know, you get preferential treatment if you apply early. You have better chances if you apply early in the academic year, rather than keep postponing things. While others haven’t even submitted their application, you might get an early Yes.
In Romania, if you do things early, you get almost no advantage. Generally, to keep things „equal”, various entities wait for the person who keeps delaying things.
Thus, doing things at the last moment is gratifying.
Who does a job early? Generally, a good professional in their field. Yet, this is not acknowledged.
Do things early in Romania, and likely there’s a punishment for that.
